    “On May 30, 1861 Elijah D. Williams applied for a patent on improved wadding for ordnance and small arms. This patent was issued on May 13, 1862 on the basis that Williams did not invent a new bullet but a wad that would improve the rotary motion of the projectile as it passed down the barrel of the rifle. After testing at the Springfield Arsenal by Hiram Berdan of the Sharpshooters an improved ball was made after changes Berdan recommended, further testing and changes resulted in the Type 3 cleaner being made making the Cleaner bullet more accurate than a standard Minie Ball and the zinc washer at the base of the bullet would clean the bore of the rifle. Also known as the “light . 58 caliber bullet” , arsenal orders for type 3 cleaners exceeded 77 million bullets during the Civil War”
